إن من دواعي دراسة علم الإقتصاد السياسي هو أن هذا العلم يرتبط بالإنسان وبالمجتمع البشري ارتباطاً وثيقاً، ولأنه كذلك يقول أن الإقتصاد السياسي (هو العلم الذي يدرس ظواهر الإنتاج في نطاق التكوين الإجتماعي). إن هذا التعريف الذي تضعه الدكتورة رواء زكي الطويل/ أستاذ التنمية الإقتصادية المساعد في جامعة الموصل ينطبق على المجتمع البدائي والحديث وينطبق على النظام الإشتراكي والرأسمالي. فضلاً عن ذلك أن هذا التعريف ادخل ظواهر التطور والثورة في مجال البحث الإقتصادي.
يشتمل الكتاب على محاضرات في الإقتصاد السياسي هي مما يحتاجه الطالب في كلية الإقتصاد. جاء بأسلوب مبسط وشرح شامل لكل الموضوعات المرتبطة بالإقتصاد السياسي من مفاهيم أوليه مثل مفهوم العرض والطلب والمرونة، نظريات القيمة، أساليب الإنتاج والتكاليف، التنمية الإقتصادية والمسائل المتعلقة بالعمل والموارد البشرية، والتنظيم والإدارة، أيضاً يشرح الكتاب المبادىء الأساسية للتضخم والتخطيط وآليات الصرف والخصخصة وغيرها، وأما الجزء الأخير من الكتاب فيتطرق إلى السياسات الإقتصادية الدولية والمنظمة العالمية للتجارة والمعلوماتية وأنظمة المعلومات وتكنولوجيا الإتصال، ويتناول مظاهر العولمة، ونشأة صندوق النقد الدولي، ونشأة منظمة التجارة العالمية، وأشكال المساعدات للدول النامية ومبدأ الرقابة التجارية وموضوعات ذات صلة.
