في هذا الكتاب يخوض الدكتور عماد شعيبي غمار الصعب عندما يلجأ إلى تفكيك المأمول في الوعي السياسي السائد, فيوجه نقداً إلى الوعي الأسطوري المتعلق بالديمقراطية.
ورغم أن الوعي السياسي السائد لم يستطب ويتذوق مثل هذا النوع من النقد منذ أن طرحه شعيبي على قناة الجزيرة في برنامج الاتجاه المعاكس نهاية عام 1998, إلا أن المسائل المطروحة لا تزال تصر على أن تتناول بحدة الوعي المضاد الذي يطلق عليه شعيبي أوهام الديمقراطية, ليؤكد على أن دولة الإكراه هي مرحلة من مراحل الانتقال إلى دولة القانون, فدولة المؤسسات, وهو يصر على أنه يوصف الظاهرة ولا يبررها.
ولعل أطروحته حول ضرورة الفساد تشكل محاولة في الوعي الصادم أيضاً, من أجل تجاوز الرؤية الوجدانية الأخلاقية للقضاء على الفساد, وبالتالي التأكيد على أن الديمقراطية ليست خلاصاً أسطورياً حتمياً من الفساد.
ومؤكد أن حساسية ودقة الموضوع الذي يتناوله الدكتور شعيبي بالنقد حيث يبدو وكأنه يسبح ضد التيار, أثارت وتثير الكثير من السجال.
