حظيت الدولة في العراق بمجموعة دراسات تجاوزت الشكل القانوني والمؤسسي، إلى الغوص عميقًا في علاقات الإنتاج وعلاقتها بالدولة، والتشكيلات الطبقية ودورها في تحديد شكلها العام.
وقد سعينا من خلال هذا الجهد البحثي المتواضع، أن نكون مقارنة بين عمل المؤسسة وتحركاتها الاجتماعية. وفي محاولة للوقوف على الأسباب التي وسمت الأجهزة الأيديولوجية للدولة العراقية، والقائمين على إدارتها ونظام عملها، بسمات محددة، ولقد اعتمد الباحث في دراسته على عدة مناهج منها: المنهج البنائي التاريخي الذي اهتم بطبيعة البناء الاجتماعي انطلاقًا من السياق التاريخي بمحدداته الداخلية والخارجية، وسوف يستخدم هذا المنظور من خلال بحث تطور التشكيلات الاقتصادية- الاجتماعية الرئيسية، أو الفاعلة بعامة، والفئة الاجتماعية المسيطرة على مقدرات البلاد بخاصة، وفي إطار ذلك ندرس مؤثرات هذا التطور في تغيير وضعية الدولة، وشكل السلطة في ضوء تفاعل العوامل الخارجية والداخلية، كما تم الاستعانة بمنهج التحليل النظمي وفيه يتم التعامل مع الدولة كنظام لمؤسسات تعمل تحت تأثير العوامل الجغرافية، والتكوينات الطبقية والبنى التقليدية، وكذلك متغيرات البيئة الدولية.
وتأسيسًا على ما سبق جرى تقسيم الكتاب إلى أربعة فصول هي كالتالي: [الفصل الأول: مدخل مفاهيمي، الفصل الثاني: التنظير السوسيولوجي للدولة والمجتمع، الفصل الثالث: من الامبراطورية إلى الدولة الوطنية، الفصل الرابع: دولة ما بعد الاستعمار ونخبها السياسية].
