يعتبر هذا الكتاب هو الأوّل كتب ضمن كتب المؤلف في مجال الدراسات السياسيّة، وقد صدرت طبعته الأولى في العام 1980، في بيروت، ةهة عبارة عن دراسةٌ نقديّة لذلك الفكر الذي تأسّست عليه المنظمة الفلسطيّنية الأمّ في العام 1964، وهو رصدٌ لتطوّر هذا الفكر مع تطورّ المنظّمة وانتقال قيادتها من أيدي المؤسّسين الى أيدي ممثّلي الفصائل الفدائيّة.
وتشمل الدراسة الفكر الذي وجّه الفريق المؤسّس، كما تشمل الفكر الذي وجّه الفصائل الفدائيّة، وتُجري مقارنةً بين فكريّ الجانبين. في هذا السياق، ترصد الدراسة الميثاق القومي الفلسطينيّ الذي وضعه وصادق عليه الفريق المؤسّس، والميثاق الوطنيّ الذي وضعه الفريق الفدائيّ بعد أربع سنوات. وترصد الدراسة، أيضاً، وثائق الفصائل الفلسطينيّة ذات الصلة بمنظمة التحرير، وصولاً إلى الوثيقة التي صادق عليها المجلس الوطني الفلسطيني بما يشبه الإجماع، والتي حملت اسم برنامج العمل الوطني المرحلي، واشتهرت باسم برنامج النقاط العشر.
