يستقي موضوع البحث أهميته من الأهمية البالغة للاموال العامة ذاتها وما تستوجبه من فرض رقابة صارمة على مفردات تلك الأموال بما يحقق حسن إستغلالها على أساس الفاعلية والاقتصاد والكفاية، مع ربط الجانب النظري للرقابة المالية بالجانب العملي والتطبيقي لها والمتمثل في رقابة الجهاز المركزي للمحاسبات على الأموال العامة ثم أنه بعد التعديلات الدستورية في مصر عام 2007م، وما آلت إليه الأمور من دستورية الخصخصة وما واجهته الرقابة من صعوبات في ظل سياسة الخصخصة تلك السياسة التي تناقض في كثيرة منها الحفاظ على الأموال العامة، ولقد ساعدني في هذا العمل المتواضع ما حصلت عليه من خبرة عملية أساسها شرف انتسابي للعمل بالجهاز المركزي للمحاسبات معترفًا بأن ما أصنعه ما هو إلا خطوة على الطريق تفتح المجال أمام من يريد أن يدلي بدلوه بالمزيد.
أما عن خطتنا في هذه الرسالة فإننا سوف نقسمها إلى باب تمهيدي وثلاثة أبواب: ونتحدث في الباب التمهيدي: عن ماهية الأموال العامة وحق الدولة والأفراد عليها، ونتحدث في الباب الأول: عن صور وأشكال الرقابة على المال العام ومقومات نجاحها، وفي الباب الثاني: عن الجهاز المركزي للمحاسبات والمخالفة المالية وعلاقة الجهاز بالمنظمات الإقليمية والدولية للرقابة المالية، وفي الباب الثالث: عن تأثر الإجراءات التأديبية بالدور الرقابي للجهاز المركزي للمحاسبات على أموال الدولة العامة، ثم كانت خاتمة الرسالة والتي خلصت فيها إلى نتائج وتوصيات هامة من هذا البحث.
