في عام 1302 شمسي، سأل سيد عبد الله خان (معاضد السلطان) -ممثل وزارة الخارجية في بنادر جنوبي إيران- عن أمور الغوص وصيد اللؤلؤ، ولم يكن لدينا جواب مناسب لهذه الأسئلة. من هنا بدأت البحث في محتوى هذا الكتاب ليكون فيه الجواب الشافي للأسئلة المتعلقة باللؤلؤ، ومما زاد في إصراري على تأليف هذا الكتاب حيرة الكاتب الفاضل أمين الريحاني وتساؤلاته، في كتابه المشهور (ملوك العرب) (المطبوع عام 1303 شمسي)، عن عدم اهتمام المثقفين في موضوع صيد اللؤلؤ. من هنا خرجت رسالة (المناص في أحوال الغوص والغوّاص)، والتي جاءت في عهد السلطان رضا شاه بهلوي، في التاسع عشر من امرداد عام 1308 شمسي، المقابل لشهر ربيع الأول من عام 1348 قمري، وتمت طباعتها في طيران.
