يقدم هذا الكتاب مقاربة علمية لظاهرة القسوة باعتبارها واحدة من أكبر المشكلات في المجتمعات الإنسانية، وهو محاولة لاكتشاف آلية اتخاذ القرار في عقول البشر قبل فعل القسوة وارتكاب الجرائم، وبذلك تفترض المؤلفة أننا "لو فهمنا لماذا يرتكب الناس الجرائم الفظيعة، فقد نستطيع منعها".
يطرح الكتاب أفكاراً مهمة عن دوافع أفعال القسوة ومن بينها التهديدات المختلفة، وأهمها التهديد بإنكار الحقوق، أو تغيير الثوابت الأخلاقية، أو التدمير المادي ( في الحروب)، لكن المؤلفة ترى ان القسوة تنشأ أساساً من فشل الإنسان "فالقسوة أدعى أن ترتبط بالفشل وليس بالحقد والكراهية كما نظن"، ويذكر الكتاب شواهد كثيرة على فظائع القسوة في جرائم الاستعمار، وصراع المستعمر من أجل الموارد، وهو بالفعل ما يتعارض مع ادعاء تقدم الغرب في القرن العشرين.
