يحتوي كتاب "قضاء الخليفتين عمر بن الخطاب وعلي بن أبي طالب" رضي الله عنهما على أقضية وأحكام وعدالة الخليفتين الإمامين أميرَي المؤمنين، سيدنا الفاروق عمر بن الخطاب وسيدنا الكرار علي رضي الله عنهما. فعُمر بن الخطاب أول قاضٍ ولاّه الصديق أبو بكر رضي الله عنه قضاء المسلمين؛ وقد قال النبي صلى الله عليه وسلم في فضل عمر وعدالته: (الحق بعدي مع عمر حيث كان) وهو الفاروق، فرّق بين الحق والباطل، وإن الشيطان ما لقي عمر سالكاً فجاً إلا سلك غيره، وقال عمر رضي الله عنه: (لولا عليّ لهلك عمر).
أما علي بن أبي طالب رضي الله عنه، فهو أولّ قاضٍ ولاّه الرسول صلى الله عليه وسلم على اليمن، وقال صلى الله عليه وسلم في قضائه: (الحمد لله الذي جعل فينا أهل البيت من يقضي على سنن داود). والهدف الذي دفع الكاتب إلى تدوين هذا الكتاب هو عرض ملامح من شخصية الخليفتين ترتبط بجانب بعينه من هذه الشخصية، جانب القضاء الذي لم يكن، آنذاك، منفصلاً عن جوانب الحكم الأخرى.
