كتب زبجنيو برجينسكي هذا الكتاب في عام 1997. وكان برجينسكي مستشارا للامن القومي بين اعوام 1977 و1981 في ولاية الرئيس جيمي كارتر. وهو خبير في شؤون الامن القومي في الولايات المتحدة اذ علاوة على نصبه الرسمي كان قد حصل على درجة الدكتوراه في العلوم السياسي من جامعة هارفارد في عام 1953 التي قام بالتدريس بها ثم انتقل الى جامعة كولومبيا ثم رأس معهدا جديدا متخصصا في الشؤون الشيوعية وعمل كمستشار لمسؤولين في حكومتي كل من جونسون وكينيدي، وعرف عنه التشدد ازاء الاتحاد السوفياتي. وكمستشار للامن القومي للرئيس كارتر حاول وضع سياسة خارجية محكمة البناء تحل محل الاسلوب التكتيكي لهنري كيسنجر، في عهد الرئيس نيكسون، وان كانت تتسم بالشره الى القوة مثل سابقه. فالقضية الاساسية للولايات المتحدة هي الدور الاميركي النشط عالميا وكيفية تعامل الولايات المتحدة مع علاقات القوى المعقدة في اوراسيا بحيث تحافظ على قدرتها على ممارسة غلبتها العالمية، وأوراسيا هي رقعة الشطرنج التي يجري عليها الصراع لتحقيق الغلبة العالمية، وباعتبارها مركز العالم فان من يسيطر عليها يسيطر على العالم. والامر البالغ الاهمية هو الا يبزغ نجم متحد اوراسي بحيث يمكنه ان تكون له الغلبة في اوراسيا وبالتالي يستطيع ان يتحدى الولايات المتحدة؟
