إن الإهتمام بتخطيط القوى العاملة في منظمات الأعمال لم يعد محل مساومة أو نقاش بل أصبح ضرورة حتمية في عالم اليوم والذي أصبح التخطيط سمة رئيسية من سماته.
وبدون الدخول في مناقشات لفظية حول المفاهيم والخصائص فإن هناك ملاحظتان ينبغي الإشارة إليهما: الأولى : اننا ظللنا نهتم بالتخطيط المالي وتخطيط النقدية وخطط الإستثمار المختلفة والطاقة المتاحة والمستغلة دون أن نلتفت إلى تخطيط العنصر البشري. وقد حان الوقت لأن نعطي دفعة للتخطيط الخاص بالانسان وعلى نفس المستوى الذى نعطي للمبيعات والإنتاج مثلا. وينبغي أن نتخلى عن أسلوب طلب شغل الوظائف عندما تنشأ مشكلة نتيجة النقص في القوى العاملة.
الثانية: لا يمكن أن تتخيل وجود وحدة تنظيمية داخل أى شركة أو منظمة بدون أفراد وهذا يعنى وجود العنصر البشري في كل أقسام المنظمة وإدارتها وقطاعاتها المختلفة.
