يتناول هذا الكتاب وضع مصر على مستويات أربعة: أولها الوضع الداخلي للبلاد الذي وصل إلى حد التدهور شارف الانهيار, ليس مجرد انهيار الدولة بما يترتب عليه من غياب القانون والنظام وانتشار الفوضى إلى حد يهدد وجود البلد نفسه؛ ليحل محله يباب بلا معالم ولا يسكنه شعب, إنما تتوزعه جماعات متفرقة من الناس, تهيم في أرجائه القاحلة, تفتقر إلى مفهوم الجماعة الوطنية.
المستوى الثاني في معالجة هذا الكتاب لوضع مصر, هو "القضية المنسية" أي المسألة الوطنية التي طالما عرفت بأنها "قضية الاستقلال". واقع الأمر ومن أغرب غرائبه, أن المصريين استناموا إلى فكرة اكتمال استقلال بلدهم منذ اندحار العدوان الثلاثي. المستوى الثالث في هذه المعالجة للوضع المصري هو محاولة لتحليل ما هو دائر في البلد حول "التغيير". المستوى الرابع هو آفاق التغيير ومعوقاته.
