مصنف الكتاب هو هلال بن المحسن بن زهرون بن حيون الصابئ الحراني، أبو الحسن. وهو حفيد أبي إسحاق الصابئ، الكاتب المشهور كان هلال هذا أديباً كاتباً فاضلاً، له معرفة بالعربية واللغة. كان صائباً ثم أسلم في آخر أيام عمره وحسن إسلامه. وفي كتابه هذا يسرد سير طائفة من الوزراء، مبتدئاً بذكر أخبار الوزير أبي الحسن علي بن محمد بن الفرات، جاعلاً ذكر وزراته الثلاث متصلاً غير منقطع، ومجتمعاً غير منقطع، وجرى على هذا المثال في الوزراء الذين تكررت ولايتهم، إذ الغرض سياقه أخبارهم ومجاري أمورهم إلى غاية مدوهم وانقضاء أيام، لا ترتيب خلفائهم وأمرائهم وأوقاتهم وأزمانهم.
