هل يمكن أن تكون هناك تنمية حقيقية في ظل هذه الأوضاع وهذه القيود؟ وماذا عن التنمية المستقلة التي لا تخضع لهذه التعليمات وهذه القيود؟ هل وجدت تجارب في هذا الطريق؟ وهل يمكن لهذه التجارب أن تتكرر أو تتطور في ظل عالم اليوم, وكيف؟.
