يحتوي هذا الكتاب حصيلة الوقائع الكاملة لبحوث وتعقيبات ومناقشات ندوة المجتمع المدني في الوطن العربي ودوره في تحقيق الديمقراطية، وهي الندوة التي نظمها مركز دراسات الوحدة العربية، وانعقدت في بيروت خلال الفترة 20-23 كانون الثاني/يناير 1992. وقد شارك فيها حوالي المئة من الباحثين والمفكرين والسياسيين العرب، من أنحاء الوطن العربي، وممن يمثلون اتجاهات مختلفة، وأجيالاً ثلاثة.
ويأتي موضوع هذه الندوة ضمن استمرار اهتمام المركز بالديمقراطية، واستكمالاً له، نظراً لصلة موضوع المجتمع المدني بقضية الديمقراطية، ولدوره في الحد من هيمنة وقهر الدولة التسلطية في وطننا العربي، ولضرورة أن تسهم الجماهير بشكل منظم في اتخاذ القرارات على المستويات كافة.
وقد اعتمد لهذا الغرض تعريف إجرائي حول المجتمع المدني ويقصد به: المؤسسات السياسية والاقتصادية والاجتماعية والثقافية التي تعمل في ميادينها المختلفة في استقلال عن سلطة الدولة لتحقيق أغراض متعددة، منها أغراض سياسية، كالمشاركة في صنع القرار على المستويين الوطني والقومي، ومنها أغراض نقابية، كالدفاع عن مصالح أعضائها، ومنها أغراض ثقافية كما في اتحادات الكتاب والجمعيات الثقافية، ومنها أغراض اجتماعية للإسهام في العمل الاجتماعي لتحقيق التنمية.
وتدور موضوعات الندوة حول محورين: أولهما عن المفهوم بصفة عامة في الفكر والممارسة، والثاني عن بنية المجتمع المدني العربي ومستقبله، وذلك من خلال خمسة عشر بحثاً وحلقة نقاشية.
يمثل هذا الكتاب محاولة جادة في تحديد المفاهيم الأساسية، وتوضيح أبعاد مسألة المجتمع المدني في الوطن العربي، كما يعمق الرؤية ويحدد الأهداف في هذا الاتجاه.
