يبحث هذا الكتاب في مفهوم الديمقراطية عبر جدل واسع بين المفهوم الغربي والمفهوم الإسلامي لأساليب الحكم، فبرأي المؤلف الاستاذ فاضل الصفار تكمن الحاجة اليوم ليس إلى الحكومة الديمقراطية وحدها بل إلى مجتمع ديمقراطي وحكومة ديمقراطية، للترابط الداخلي بينهما، إذ لا يمكن أن تكون حكومة ديمقراطية دون أن يعي شعبها ذلك ويمارس دوره فيها وبالعكس، وهذا الدور يجده المؤلف في حكومة الإسلام، وليس بالطريقة التي يطرحها الغرب والتي لا تتوافق مع عقيدة المسلمين وإرادتهم؛ وبهذا المعنى يعطي المؤلف أهمية للموازين الشرعية، ويبرر السبب في ذلك إلى "أن النصوص الشرعية اصطلحت على حكومة ا لناس وإحترام آرائهم بالشورى والإستشارة، وهذا الإصطلاح حيث المفهوم والغاية والطريقة أسمى من الديمقراطية، لأن الشورى لا تختص بالحكم السياسي وإختيار الرئيس أو أعضاء المجالس كما هو الحال في الديمقراطية، بل هو اسلوب يقرره الإسلام في كل جوانب الحياة الإنسانية حتى في شؤون الأسرة وتكوين الأولاد فضلاً عن الأمور العامة...".
تأتي أهمية هذا الكتاب من كونه جاء في ظلّ ما تشهده البلدان الإسلامية اليوم من تحديات جسيمة ومشكلات مزمنة من جانب الدول الكبرى والقوى اللاعية على المسرح، فالعجز واضح؛ وفاضح، لا سيما في مجال الأمن، ومفاهيم الدولة والديمقراطية والحرية وحقوق الإنسان ما تزال ملتبسة، وغير متفق عليها، كما أن فشل المشاريع القومية واليسارية التي طرحت نفسها بوصفها المنقذ للأمة مما تتردى فيه، خيب آمال الكثيرين، كل هذا جعل المؤلف يعود إلى النص الديني وقوانين الإسلام وأنظمته في كتاب الله تعالى، الأمر الذي أوصله إلى قناعة مفادها الديمقراطية تبدأ بالفرد وتنتهي بنظام الحكم وليست مجرد حكومة، وهذا هو ما أصّله الإسلام في أحكامه وآدابه وأنظمته العامة، ولا خلاص للإنسان والأرض من الظلم والجور إلا بالعمل بالإسلام".
