تعتبر النزاعات المسلحة من بين الظواهر الضاربة بجذورها في أعماق التاريخ الإنساني، حيث رصد لنا التاريخ بكل مراحله الأعمال الوحشية التي كانت ومازالت تقترف أثناء العمليات العسكرية والتي لم تميز بين المقاتلين والمدنيين، ومن بين الممارسات التي كشفت عنها الحروب والنزاعات المسلحة ظاهرة ترحيل المدنيين بالقوة وطردهم من أراضيهم أو من بلادهم إلى أقاليم دول أخرى أو اضطرار جماعة من المدنيين إلى مغادرة محل سكناهم جبرا بسبب الوقائع المتصلة بالأعمال العدائية المسلحة أو بأشكال أخرى للعنف. ومما لاشك فيه أن السكان المدنيون يتمتعون في حالة نشوب نزاع مسلح بحصانة، من شأنها أن تضعهم في مأمن من آثار الحرب،إذ ينبغي أن يتمكن الأهالي من البقاء في أراضيهم لأن ذلك يمثل أحد الأهداف الأساسية للقانون الدولي الإنساني، لكن متى أُرغم المدنيين على ترك محل إقامتهم بسبب الانتهاكات الجسيمة للقانون الدولي الإنساني فإنه يجب أن يتمتعوا بالحماية اللازمة بموجب هذا القانون. في هذا السياق شهدت قارة إفريقيا حالات من التهجـير القسري الذي شكل جزءاً من تاريـخ بلدانها المشترك، و يبقى الترحيل القسري واحداً من العواقب الأكثر وضوحاً وعمقاً التي ينطوي عليها الصراع والاضطهاد كما أن الترحيل القسري واسع النطاق في قارة إفريقيا وليس هناك ثمة مؤشرات على تراجعه.
