كان الهدف الرئيس المعلن لإنشاء مجلس الأمن التابع للأمم المتحدة هو الحفاظ على السلم والأمن الدوليين، إلا أنه برزت مخاوف خلال العقود القليلة الماضية بشأن فاعلية المجلس وجدوى المشاركة فيه، فالتحالفات المؤقتة والأحادية المألوفة فيه تقوّص شرعية المجلس، كما تعكس جمود بنيته الهيكلية ومحدودية نطاق التمثيل.
ولهذا، دارت مناقشات واسعة النطاق حول مدى الحاجة إلى إصلاح مجلس الأمن، وتم رفض أغلب مقترحات الإصلاح المطروحة أو تهميشها، ويعكس قرار رفض المملكة قبل مقعد لها في مجلس الأمن مخاوف وهواجس مماثلة لدى كثير من الدول حول هيكل المجلس وطريقة عمله.
