هو نتاج عمل وجهد كبيرين قامت بهما هيئة الكومنولث في شأن الاحترام والتفاهم في خلال اجتماع رؤساء حكومات الكومنولث في مالطا في عام 2005، والمتضمن في التقرير المقدم في اجتماع رؤساء حكومات الكومنولث في كامبالا، أوغندا، في تشرين الثاني/نوفمبر 2007. عمل أعضاء هيئة التقرير بوصفهم أفرادًا أعضاء من دول الكومنولث، وليس بوصفهم ممثلين لأي حكومة أو أي منظمة غير حكومية. وحاولوا أن يكتشفوا مضمون الاحترام والتفاهم بين المجتمعات والجماعات المختلفة، بما فيها مجموعات المعتقد، والعلاقة في ما بينهما، والأثر الواسع النطاق لهذه المواقف في توفير حياة متناغمة ومزدهرة داخل دول الكومنولث. أولت الهيئة انتباهًا خاصًا إلى الطريقة التي يُبنى فيها العنف والإرهاب المستندان إلى جماعات دينية أو إثنية أو قومية... إلخ، في كثير من الأحيان، على التحريض المرتكز على المظالم التاريخية وعلى عدم فهم الطريقة التي يعمل بها العالم. ومع انتشار عنف الجماعات، والطريقة التي تميل فيها إلى تخريب حياة البشر وتدمير المجتمعات السلمية، ركز التقرير على المساهمات البناءة للمسارات المدنية للسلام، استنادًا إلى الأهمية الشديدة للاحترام والتفاهم. وقد قام العالم الكبير أمارتيا سِن بمراجعة التقرير وتحريره وتقديمه على صورة هذا الكتاب.
