يتناول هذا الكتاب بالتحليل العميق نزعة "السلطوية" لدى الأنظمة الحديثة في العديد من بلدان العالم، التي سعت لإستيعاب فئات من الشعب في مسارها العام، من خلال توظيفها وإشراكها في المنظمات والطقوس الرسمية للنظام، لتكون في هياكل الهيئات والمنظمات، فتنهض بأنشطة عامة مثل إتحادات الشبيبة والنساء والعمال والرياضيين وما شابه ذلك.
الهدف من تشكيل مثل هذه الهيئات هو إشغال القطاع الأكبر من الناس بدور غايته في الحقيقة دعم النظام، ضمن بنى ومؤسسات رسمية، ومن خلال المشاركة في طقوسه ومناسباته كالمسيرات والمهرجانات والإحتفالات والإنتخابات... إلخ.
ولعل الهدف الأساسي من وراء ذلك هو تفريغ الحياة العامة من السياسة وتحويلها إلى نمط إحتفالي بالنظام وتمجيد إنجازاته، كما أن العنصر الحاسم هنا هو التأكيد على أن مثل هذا النشاط العام مُسيطَر عليه وموجه تماماً، ويحول أيضاً دون تعبئة شعبية قد تقوم على أساس مستقل ومختلف.
وفعلاً، فالوجه الآخر لذلك النوع من التعبئة الشعبية هو ضرب كل أشكال التنظيم المستقل والقمع المستمر لها، ولا سيما تلك التي تتسم بمظهر سياسي حقيقي.
يقدم هذا الكتاب دراسة ميدانية لنماذج التحول الديمقراطي في العديد من تلك البلدان، ويعطي صورة واضحة ومنفتحة لمفهوم الدمقرطة، وإعتلال الأنظمة السلطوية، وصولاً للتحول إلى مجتمع مدني بديمقراطية منشودة.
