شهدت الساحة المصرفية خلال العقد السابق وما زالت حديثاً متزايداً عن ظاهرة التعثُّر المصرفي، هذه الظاهرة التي برزت إثر توسع العمل المصرفي العربي في الداخل والخارج خلال عقد السبعينات ومطلع الثمانينات.
وغلب على هذا التوسع طابع إزدياد عدد المصارف والفروع وحجم الأعمال التي لم تبن على أسس مدروسة؛ ولا غرابة في ذلك، فقد ارتبط نمو وتطور العمل المصرفي العربي بتطور ونمو الموارد المالية النفطية.
وقد دفع هذا الإرتباط المصارف العربية إلى التوسع الكمي في حجم الأعمال وإنشاء الفروع والتساهل في شروط الإقراض، بهدف إجتذاب العملاء وتحقيق الأرباح على نحو لم يكفل الأمان والضمان المصرفي.
ومع إنحسار الموارد المالية النفطية وترشيد الإنفاق العام وتطبيق برامج التصحيح الإقتصادي برزت مشكلة عدم كفاية الضمانات وتفاقم مشكلة الديون المشكوك في تحصيلها، ولم يكن ذلك هو السبب الوحيد وراء المشاكل التي واجهتها المصارف العربية خلال عقد الثمانينات وأدت إلى بروز ظاهرة التعثُّر المصرفي في بعض البلدان العربية.
بل يمكن القول إن هناك أسباباً عديدة وراء هذه الظاهرة نذكر أهمها، قصور الإدارات المصرفية وعجزها عن مواكبة التطور، وممارستها لسلوكيات تضر بسلامة العمل المصرفي في غياب الرقابة المصرفية الفعّالة القادرة على إكتشاف الممارسات الخاطئة وخاصة غير المشروعة منها في وقت مبكر.
ومن الأسباب الأخرى للتعثُّر المصرفي هناك أسباباً مصرفية وإئتمانية وأسباباً رقابية وأسباباً تشريعية وقانونية وأسباباً أخلاقية وأسباباً إقتصادية وهيكلية.
ويجيء هذا المؤلَّف ليبحث بعمق الأسباب المذكورة أعلاه والوسائل الناجعة لتجنُّب التعثُّر المصرفي في بعض البلدان العربية، وقد تناول في الكتاب تجارب وخبرات بعض البلدان العربية في هذا المجال وعلى الأخص مصر ولبنان والأردن.
