جسّدتْ الثورة المعلوماتية إبداعَ العقل البشري، وأسهمت في تطويرِ المعرفةِ نحو تحوّلاتٍ جذرية في المفاهيم والسلوك وأنماط الحياة، إلا أنها أحدثت فجواتٍ عدّة في الأسرةِ الدولية - على سبيل المثال لا الحصر - الفجوة الرقميّة Le fossé numérique، العلمية والتكنولوجية، الثقافية والحضارية، والأهم الفجوة التنظيميّة والتشريعيّة في العالم القانوني بحيث تشكّل جرائم المعلوماتية أنماطاً من الجرائم العابرة للحدود الجغرافية والفضائية، وتُرتكب بسلوكيات إجرامية فنية وتقنية متنّوعة أبرزُها: جرائم ماسة بالملكية الصناعية La propriété industrielle، بالملكية الفكرية La propriéte intellectuelle، بالأموال، بالأمن وبالحياة الخاصة... فغدَت هذه الظاهرةُ الإجراميةُ الحديثةُ شاغلاً مقلقاً على الصعيد المحلي، الإقليمي والدولي، مما يُبرز أهمية المسؤولية المحلية والدولية للمكافحة الوقائية أو العلاجية لوقف هذه التعدّيات غير المباحة أو غير الشرعية وضرورة تنسيق التشريعات السيبرانية.
من هنا، تبدّت أهميةُ إنعقاد المؤتمر الإقليمي الأول لمكافحة جرائم المعلوماتية: "تحديات وآفاق"، بدعوةٍ من الجامعة اللبنانية وإتحاد المحامين العرب ونقابة المحامين في بيروت بتاريخ 18 و 19 كانون الثاني/ يناير 2013، بمشاركةِ عمداء من كليات الحقوق اللبنانية والعربية ومجموعة من الخبراء المعنيّين اللذين تبادلوا خبرات علمية، أكاديمية وتطبيقية، فارتأت الجامعة اللبنانية إغناءَ العالم الحقوقي بها ضمن هذا الكتابُ، ليشكّل مرجعاً مفيداً للدارسينَ والباحثينَ وللمؤسسات والمنظمات الدولية، الإقليمية والمحلية، وذلك تجسيداً للإهتمامات الأكاديمية والتطبيقية لكلية الحقوق والعلوم السياسية والإدارية، التي قامتُ بجُهدٍ ملحوظٍ في هذا المضمار.
ما يؤكد أهمية البحثِ العلمي الذي التزمتُ به الجامعة الوطنية على الصعيدين النظريّ والتطبيقيّ.
