إن موضوع الدراسة ضم قائمة بالمشاكل الخطيرة البارزة مثل تسرب الأمواج الراديوية واستنزاف الأوزون والحطام الفضائي... إلخ بعضها نظم وقت إعداد المعاهدة في بداية عصر الفضاء، وبعضها غير منظم، لأنها نتيجة للتطور التقني الذي طرأ على استخدامات الفضاء، وهو ما اعتمدناه نهجًا خطى عليه هذا المؤلف.
وقد آثرنا تقسيم الموضوع تلوث بيئة الفضاء الخارجي على أربعة فصول، تعرض الفصل الأول، للنظام القانوني للفضاء الخارجي وانصب المبحث الأول على تطور قانون الفضاء الخارجي، بدء "بارتياد الإنسان الفضاء في بداية عصر الفضاء، وصولًا إلى آخر المستجدات القانونية لعدد من المسائل التي مازالت عالقة إلى الآن، وتناول المبحث الثاني النظام القانوني للملاحة الفضائية، في حين بحث المبحث الثالث في المسائل المتعلقة باستخدامات الفضاء الخارجي.
أما الفصل الثاني، فقد خصصناه لتناول الملوثات المحظورة في القانون الدولي وقت اعتماد معاهدة الفضاء الخارجي لسنة 1967، وتناول المبحث الأول التعريف بمشكلة تلوث بيئة الفضاء، وعني البحث الثاني بالملوثات الطبيعية والإجراءات الوقائية الواردة في معاهدات الفضاء، في حين كان هناك عرض موسع للملوثات المستحدثة في الفضاء الخارجي والتي يحظرها القانون الدولي في المبحث الثالث.
بينما تناول الفصل الثالث، ملوثات لم يتناولها القانون الدولي بالتنظيم وهي استخدام مصادر الطاقة في الفضاء الخارجي وتنظيمه القانوني في البحث الأول، والوضع القانوني لمشكلة الحطام القضائي في المبحث الثاني. وكان هناك وقفة مع المسئولية الدولية عن الأضرار الناجمة عن تلوث بيئة الفضاء الخارجي في الفصل الرابع.
