فى الوقت الذى بدت فيه الحكومة المصرية وكانها الطرف الذى يقود القوى المعوقة للإصلاح ظهرت جماعة الإخوان المسلمين فى صورة التيار الذى يرغب فى الإصلاح ويملك مشروعا وروى تفي بطموحات الرأى العام بالداخل، وقد يستدر رضى واستحسان واشنطن والقوى الحليفة لها بالخارج فى وقت خلت فيه مصر- أنذاك- من أيه مبادرة مماثله لا من السطلة ولا من التيارات السياسة الاخرى التى انقسمت فقط ما بين مؤيد ومعارض للمشورع الأمريكى للإصلاح فيما كان الخطاب المصرى الرسمي يحذر من ان الديمقراطية ستودي إلى وصول ما سماه" قوى التطرف" ويقصد الإسلاميين إلى الحكم، هو ما بدا واضحا أثناء جولة الرئيس مبارك الأوروبية فى أوائل مارس من عام 2004، او من خلال كلمته التى ألقاها فى افتتاح "مؤتمر الإصلاح العربي" الذى عقد بالاسكندرية في 12/3/2004، وهى المخاوف التى ظلت مهيمنه فى تحديد علاقة السطلة بالإخوان ملقية بظلالها الكئيبة على الآمال فى لوج المصريين عصر الإصلاح السياسى، واحالته إلى محض "حلم" بعيد المنال أو على الأقل مؤجل تحقيقه إلى أجل غير مسمى، خاصة وأن الحراك السياسي الذى شهدته مصر مذن عام 2003م كشف عن أن المشهد السياسى المصري بكل تكتلاته وشخوصه واللاعبين الرئيسيين فيه قد باتوا عبئا على "حلم الإصلاح" على نحو ما سوف نستعرضه فى هذا الكتاب.
