إن الخمور تعد أحد أشكال المخدرات التي تؤثر على الجهاز العصبي المركزي تأثيراً شديداً، فإن العديد من الحكومات لا تقاومها مقاومة حقيقية مثلما تكافح وتقاوم تعاطي المخدرات. فعلى سبيل المثال تبيح معظم دول العالم التعاطي، ويقصر البعض الأخر من دول العالم التعاطي في أماكن محددة، وبالتالي فإن القوانين الوضعية لا تجرم غالباً الشرب أو اعتياد تعاطي الكحولات مثل تعاطي المخدرات الأخرى ما داموا لا يخرجون على القانون، سواء بالعنف أو بقيادة السيارات وهم في حالة سكر، فالخمور تتداول في معظم بلدان العالم وتباع في المحال كأي سلعة من السلع، حتى في بعض الدول الإسلامية، إن ما أقوله ليس تطرفاً دينياً بل هو ضرورة حياتية للحفاظ على صحة وحياة المتعاطي ذاته وعلى كل الذين يتعاملون معه، بل وعلى أفراد المجتمع كله. نحن في حاجة ماسة لمحاربة تعاطي المشروبات الكحولية واتجريم تصنيعها وبيعها وتعاطيها قانوناً سواء في الأماكن العامة والخاصة، وأيا كان عمر المتعاطي، وعلى هذا فقد تناولنا هذه القضية الهامة من خلال عشرة فصول هي كالتالي: (الفصل الأول: الخصائص الكيميائية والفيزيائية للكحول، الفصل الثاني: امتصاص الكحول وإخراجه، الفصل الثالث: العينات، الفصل الرابع: مضاعفات تعاطي الكحول، الفصل الخامس: قياس نسبة الكحول في الجسم، الفصل السادس: كيفية حدوث الوفاة في حالات التسمم الحاد بالكحول، الفصل السابع: التغيرات التي تطرأ على تركيز الكحول بعد الوفاة، الفصل الثامن : الكحول والعنف، الفصل التاسع: الكحول وحوادث المرور، الفصل العاشر: الكحول والجنس).
