ثمة تنافس متجدد يبدو الآن بين الدول الغربية وروسيا في المنطقة؛ جلّه على إمدادات النفط والغاز، والتعاون العسكري، ولاسيما مبيعات الأسلحة، لبلدان جنوب البحر الأبيض المتوسط، وهذا التنافس الجيوسياسي المتجدد، والمتحول أيضاً، بين الشرق والغرب، يبدو أنه، إلى حد ما، تطور في مصلحة البلدان الواقعة جنوب البحر الأبيض المتوسط؛ لأنه يعزز نفوذها تجاه البلدان الغربية وروسيا معاً.
تبحث هذه الدراسة في التنافس الحالي بين الغرب وروسيا، في منطقة البحر الأبيض المتوسط، في ميداني: قضايا الطاقة، والشؤون العسكرية، ومن ذلك: مبيعات الأسلحة، وهما على ما يبدو الميدانان الأهم استراتيجياً، وربما كانا الأشد إثارة للنزاع. وفي هذين الميدانين، يبدو ثمة تنافس وتنافر متناميان الآن بين السياسات الغربية والروسية في المنطقة، ولكن مقارنة إلى الحرب الباردة، أو (ما قبلها)، يعدّ التنافس الحديث بين الشرق والغرب في البحر الأبيض المتوسط ذا طبيعة مختلفة؛ فخلافاً لعهد القطبية الثنائية، لا تعدّ الأهداف العسكرية، و(الأهداف الأيديولوجية)، الدافع الرئيسي للتنافس الحالي، وإنما المصالح الاقتصادية أولاً، وقبل كل شيء، مع أن لها أبعاداً عسكرية أيضاً.
ومع أن هذا التنافس يختلف عن الصراعات الجيوسياسية السابقة، فإننا نراه يتعلق حالياً بالفوز بالوصول إلى "تدفقات"، تعدّ مهمة جداً؛ كتدفقات الطاقة والأسلحة، أو تيسيرها، أكثر مما يتعلق بتحقيق سيطرة إقليمية على المنطقة؛ وهكذا، ترى حكومات جنوب البحر الأبيض المتوسط في هذا التنافس المتجدد، والمتحول أيضاً، بين البلدان الغربية وروسيا، عاملاً يصب في مصلحتها على الأقل؛ فبالإضافة إلى أنها تساعد هذه الحكومات في تحقيق التوازن بين المصالح الغربية والروسية، (والعكس صحيح)، يبدو أن الأهمية المتزايدة لمسائل الطاقة ومبيعات الأسلحة على أجندة البحر الأبيض المتوسط، عززت كثيراً الجاذبية والنفوذ لبعض دول جنوب البحر الأبيض المتوسط على الأقل لدى الدول الغربية وروسيا معاً. وتتابع الدراسة تطور العلاقات بين الغرب وروسيا أولاً، ودول جنوبي البحر المتوسط؛ مثل: الجزائر وليبيا ومصر وسورية، بالإضافة إلى إسرائيل ثانياً، في سياق التعاون في مجال الطاقة، والمجال العسكري، بما يتضمنه ذلك من مبيعات للأسلحة.
