تهدف هذه الدراسة إلى تطوير مراكز رعاية طفل ما قبل المدرسة وذلك من خلال التعرف على واقع هذه المراكز، وتقديم التصور المقترح لتطويرها في ضوء المعايير العالمية للجودة الشاملة، واستخدمت المؤلفة قائمة المعايير العالمية للتعرف على هذا الواقع ويتكون من ثلاث محاور هي (بيئة مركز الرعاية، مقدمو الرعاية، محتوى البرنامج اليومي)، وتم تطبيق الدراسة على عينة مكونة من 40 مركزاً لرعاية طفل ما قبل المدرسة (الخاصة والجمعيات الأهلية)، ولقد توصلت الدراسة إلى أن مراكز الرعاية (الخاصة والأهلية) التابعة لوزارة التضامن الإجتماعي لا تتفق مع المعايير العالمية للجودة الشاملة، وأوصت الدراسة بضرورة الإهتمام بتطبيق معايير الجودة الشاملة وتطبيق التصور المقترح لتطوير هذه المراكز لتنمية الطفل التنمية الشاملة.
