عديد من الدراسات رأت أن التنمية الشاملة وواجهة المشكلات ليست مسئولية الحكومة وحدها بل إنها عملية متكاملة تعتمد على التفاعل المنظم بين قطاعات ثلاثة: أولها: الدولة ومؤسساتها، وثانيها: هو القطاع الخاص الذي يهدف إلى الربح، أما القطاع الثالث: فيتمثل في مجموعة منظمات المجتمع المدني غير الهادفة للربح.
ويمكن اعتبار إن وجود منظمات المجتمع المدني هو الضمان الرئيسي لنجاح الجهود الرامية إلى تعزيز التنمية حيث تتأسس منظمات المجتمع المدني غير الهادفة للربح، بمبادرة أهلية وتمثل نسقاً جماعياً من الفعل الإجتماعي الذي تتداخل فيه المشاريع الفردية والجماعية، والذي تتأسس في إطاره علاقات اجتماعية قائمة على أساس التضامن والاتفاق وتشكل اليوم حالة التنوع والاختلاف والتعدد الأمر الذي يجعلها تتكامل من حيث الأنشطة والبرامج، وهي بذلك تساهم مساهمة فعالة في البناء الاجتماعي والاقتصادي للمجتمع، كما تزداد أهمية المجتمع المدني ونضج منظماته لما يقوم به من دور في تنظيم مشاركة الناس وتفعيلها في تقرير مصائرهم، ومواجهة السياسات التي تؤثر في معيشتهم وتزيد من إفقارهم، وما يقوم به من دور في نشر ثقافة خلق المبادرة الذاتية، وثقافة بناء المؤسسات، وثقافة الإعلاء من شأن المواطن، وتأكيد إرادة المواطنين في الفعل التاريخي والإسهام بفعالية في تحقيق التحولات الكبرى للمجتمعات.
يتضح مما سبق أهمية الدور الذي تلعبه منظمات المجتمع المدني، لذا فقد تم اختيار هذا الموضوع لتنطلق منه الدراسة الحالية، وتنقسم إلى ثمانية فصول هي:-
الفصل الأول: مقدمة الدراسة وأهميتها، الفصل الثاني: العولمة والمجتمع المدني، الفصل الثالث: المجتمع المدني والفقر والعشوئيات، الفصل الرابع: المجتمع المدني والفقر قراءة في طبيعية التطور التاريخي، الفصل الخامس: الدراسات السابقة، الفصل السادس: خطة الدراسة وقواعد المنهجية، الفصل السابع: تحليل نتائج الدراسة الميدانية، الفصل الثامن: نتائج وتوصيات الدراسة.
