تمثّل السلطة التنفيذية مكوّن أساسي من سلطات الدولة الثلاث وهي: السلطة التشريعية والسلطة التنفيذية والسلطة القضائية.
الصلاحيات قد تختلف بطبيعتها بين هذه السلطات الثلاث، وقد تفوّض إحدى هذه السلطات بعض صلاحياتها إلى سلطة أخرى، ويعود ذلك إلى طبيعة عملها والتي تحدّد وفقاً لنصوص الدستور.
ولبنان هو من البلدان التي تعتمد النظام البرلماني، وقد ترّسخ ذلك في ظل إتفاق الطائف (1990)، قبل ذلك وفي ظل الدستور اللبناني (1926)، كان أشبه بالنظام الرئاسي، بحيث لم يكن هناك من دور لرئيس الحكومة، وكانت السلطة تمارس من قبل رئيس الجمهورية إستناداً للمادة (17 من دستور 1926)، بحيث أنه مارس السلطة ويعاونه الوزراء.
وبعد إتفاق الطائف (1990)، بات مجلس الوزراء يتولى السلطة مباشرة في جميع المجالات تقريراً وتنفيذاً، فبعد هيكلت مجلس الوزراء اللبناني طرأت عدّت عقد بسبب الممارسة منها ما هو (قانوني وسياسي وطائفي...)، فهذه العوامل وغيرها أثّرت في الممارسة العملية لصلاحيات مجلس الوزراء اللبناني.
