يضع هذا الكتاب بين يدي القارئ العربي وصانعي القرار مجموعة هامّة من الأبحاث حول الاحتلال الإسرائيلي: أدواته، تحوّلاته، صيرورته المستمرة. ويتناول مواضيع شتى، من الصعب تبويبها ووضعها تحت يافطات جاهزة؛ فبعضها يركز على أساليب السيطرة (الزراعة والاقتصاد والحركة)، والبعض الآخر يتمحور حول التحولات العميقة في طريقة التحكم في المناطق المحتلة (مثل التحوّل إلى العنف المكشوف؛ سياسة الاغتيالات؛ التحول إلى البيروقراطية الكولونيالية؛ التحول من الاحتلال إلى سياسة الفصل)، في حين أن البعض الآخر يركّز على الجانب الإسرائيلي للاحتلال. وتتناول الأبحاث الأخرى المجتمع الفلسطيني وتعاطيه مع الاحتلال.
من الواضح أن الصورة المنبعثة من بين فصول هذا الكتاب تشير إلى أن الاحتلال الإسرائيلي لم يعد ظاهرة أمنية ولا هامشية، بل أصبح جزءاً من مكّونات المجتمع الإسرائيلي، وهويته. وبالتالي يجب أخذ المتغيرات في عين الاعتبار عند الحديث عن حل الدولتين الذي يفترض، في الحد الأدنى، إنهاء الاحتلال وإزالة المستوطنات. إن فهم هذه الصيرورة، وهذا التحوّل من كون الاحتلال ظاهرة أمنية إلى نظام مؤسس للدولة الإسرائيلية لهو ذو أهمية قصوى بالنسبة إلى صانع القرار العربي وصانع القرار الفلسطيني، وهو معطى هام حين يرغب العرب في تحديد خياراتهم مقابل إسرائيل، وفي الأساس النقاش الدائر حول حل الدولة الواحدة، وحل الدولتين.
