لا ينحصر هذا المؤلف في نطاق القانون الكائن، فذلك يجريه رجل فقه القانون وإنما يلقي هذا الكتاب الضوء على العلاقة بين القانون والمجتمع؛ إذ أن العلاقة بينهما علاقة عضوية، فالقانون يتعلق بكيان المجتمع وبقائه، ولا قانون بدون مجتمع، ولا مجتمع بلا قانون.
وتبدو أهمية هذا الكتاب في أنه يجمع بين الخلفية العلمية لتفسير القانون من وجهة نظر علم الإجتماع، وموقف القانون من سلوك الإنساني في المجتمع، وتستهدف هذه الدراسة تحقيق التهيئة الذهنية لمعرفة صلة علم القانون بغيره من العلوم الإجتماعية.
واستخدم الباحث المنهج التاريخي المقارن، فالدراسة التاريخية المقارنة لا غنى عنها في الدراسات الإجتماعية والقانونية وقد برزت الدراسة المقارنة بين النظم القانونية التي سادت في البلاد في وقت معين، وبين تلك التي خلفتها في نفس البلد مما يوضح إلي أي مدى تتلاءم بعض النظم مع حاجات تلك البلد.
وبناءاً على ذلك ينقسم هذا الكتاب إلى ثلاثة أبواب هي القانون، علم الإجتماع القانوني وأخيراً القانون والمجتمع.
