شهدت دول مجلس التعاون لدول الخليج العربية حتى الآن موجتين للانفتاح السياسي؛ كانت أولاهما في مطلع تسعينيات القرن الماضي، والثانية في الفترة ما بين نهاية العقد نفسه ومطلع العقد الحالي. ومن نتائج الموجتين تأسيس مجالس الشورى وصدور دساتير دائمة في الدول التي لم تكن بها، والاتجاه إلى اعتماد الاقتراع العام آلية لتشكيل مجالس الشورى.
وفي سياق هاتين الموجتين من الانفتاح السياسي في النظم السياسية الخليجية عرفت كلٌّ من مملكة البحرين وسلطنة عمان ودولة قطر، تطورات بارزة في سبيل التحول الديمقراطي.
وتسعى هذه الدراسة إلى بحث حدود ودوافع وأنماط الانفتاح السياسي الذي شهدته الدول الثلاث، وذلك من خلال محاولتها الإجابة عن جملة تساؤلات أبرزها: ما هي العوامل التي دفعت دول مجلس التعاون عموماً إلى الانفتاح السياسي في هذه الفترة؟ وما هي حدود هذا الانفتاح؟ وكيف تطور المسار التاريخي للحركة الإصلاحية المطالبة بالتحول الديمقراطي في الدول الثلاث؟ وما هو اتجاه التطور الذي اتخذته هذه الحركة في مرحلة ما بعد الاستقلال؟ وما هي العقبات التي واجهت كل تجربة على حدة؟ وأخيراً، ما هي السيناريوهات المتوقعة مستقبلاً لعملية التحول الديمقراطي في كل تجربة؟
