إن مفهومي «الدين» و«الدولة» من المفاهيم التي تنازعها طرفا غلو؛ طرف أفرط فجعل الدين ما هو إلا سياسة– حتى في أضيق معانيها؛ مما يتعلق بشئون الحاكم دون المحكومين– وطرف فرط فنفى السياسة عن الدين وفصل بينهما. كان ممن أخذ بالرأي الثاني– ويا للأسف، وهو أحد علماء الأزهر– صاحب كتاب «الإسلام وأصول الحكم» وإن كان تراجع بعد عن رأيه وفتواه التي قال فيها بالفصل بين السياسة– بمفهومها الشامل– وبين الدين. الطرف الوسط بين طرفي الغلو المذكورين آنفًا– هو أن السياسة من الدين، وأن الدين جاء ليضبط شئون الناس الدنيوية والأخروية، وهو ما أخذ به الدكتور عبد الرزاق السنهوري واعتقده ودافع عنه، ورد لذلك على صاحب كتاب «الإسلام وأصول الحكم» قوله، وسطر هذا كله في الكتاب الذي بين يديك.
