لقد أنزل الله سبحانه وتعالى قرآنه الكريم على نبيه الأكرم من بين الأنبياء لكي يحكم بين الناس بالولاية الكلية، والرؤية الباطنية، والإدراكات العميقة، ونور الموهبة الإلهية، وليقودهم على الصراط المستقيم والطريق السوي إلى منزل السعادة والفوز والنجاح والنجاة إلى حدّ التمتع والاستفادة من أقصى درجات الكمال الإنساني، والفناء في الأنوار القدسية القاهرة لنور التوحيد والتجليات الذاتية وليأمر المؤمنين من خلال خطابه الملكوتي بعدم تجاوز الحدّ أو التقصير في جميع شؤونهم، وبالعمل في الميزان بالقسطاس والمعيار المستقيم. وليتعامل مع الناس بالعدل والإنصاف وجعل حكمهم باستمرار على أساس هذا المعيار الصحيح. والعجيب أنه قد مزج الولاء التكويني بالولاية التشريعية بهذا العقد، بنحوٍ كان معه فصلهما وعزلهما عن بعضهما، أمراً مشكلاً بل ممتنعاً.
ضمن هذا الإطار يأتي البحث في هذا الكتاب والذي يدور حول حكومة الإسلام بشكل موسع وذلك بغاية إيضاح حدود الولاية ومشخصاتها، وآثارها ومسائلها ولإزالة النقاب عنها بنحو أفضل وأكثر تفصيلاً، ولكي تتبين مقدماتها ومعدّاتها وشرائطها وموانعها، فتتضح بذلك حقيقة ولاية الإمام والفقيه العادل الجامع للشرائط، ومفادها ومحتواها وحدودها وأنحائها. وعند ذلك تكون قد اتضحت ولاية الفقيه بنظر الإسلام ومداركها الفقيهة بكل ما للكلمة من معنى.
