المقصود بالعولمة هي العولمة النيوليبرالية التي تمثل الوجه الحديث لمسار العولمة التاريخي وتتجلى في تطور نفوذ الشركات عبر الوطنية التي باتت لاعباً قوياً على المسرح الدولي له دوره في سياق إزدياد الإعتماد المتبادل وعولمة الإنتاج.
وإذا ما رصدنا دينامية العلاقات الدولية المعاصرة، نجد أن التحولات في المضامين تضع مفهوم السيادة في واجهة التغيرات، مع ما يستتبعه من تحول في مفهوم سيادة الدولة ودورها في العلاقات الدولية، ومن مقاربة جديدة للواقع الدولي، وعند دراستها يتاح المجال لفهم أكبر لطرق وآليات العمل الدولي، المرتبطة إرتباطاً وثيقاً بالسياسات الخارجية والقانوني الدولي العام.
