ويتألف من سبع وحدات: (تتضمن الوحدة الأولي مقدمة في مفاهيم التخلف والتنمية والتخطيط، وتبحث الوحدة الثانية في عناصر التخطيط الاجتماعي وعملياته، فى حين تتناول الوحدة الثالثة مفهوم التنمية الاجتماعية بشئ من التوضيح؛ لإبراز أهداف التنمية الاجتماعية وتوضيح ميادينها وأهم مؤشرات قياسها، أما الوحدة الرابعة فتعالج موضوع التخطيط الاجتماعي وعلاقته التبادلية بالتنمية الاجتماعية، في حين تركز الوحدة الخامسة على مبادئ التخطيط القومى وعملياته ومبادئه الأساسية، وأنواع الخطط القومية ومراحل بنائها، مع الإشارة إلى بعض القرارات الفنية الرئيسية في إعداد هذه الخطط، وتبحث الوحدة السادسة في مفهوم التخطيط الاجتماعي وعلاقته بالتنمية والخدمة الاجتماعية وأهم الإجهزة التي يتكون منها، وتستعرض الوحدة السابعة معوقات التنمية العربية التي تواجه المشاريع والخطط التنموية العربية، مع إعطاء بعض الأمثلة على واقع هذه المشاريع ومعوقاتها).
