تتبع أهمية هذا الكتاب من الموضوع الذي يتناوله، فالعلاقات بين العرب والأوربيّين حكمها العداء منذ الحروب الصليبيّة، عندما اعتدى الغرب المسيحي على العرب المسلمين، واحتل أرضهم مائتي سنة، ولم يغادرها إلا مطروداً مهزوماً، ليعود إليها بعد ذلك بقرون مستعمراً مستغلاً، ولما اقتلع من الأرض العربية، خلَّفها مجزأة مقسَّمة، بعد أن بذر فيها بذرة خبيثة في فلسطين المحتلة، قلب العالم العربي الجريح.
وبما أن العرب والأوروبيين يتشاطر أن شواطئ المتوسط، فلا بدَّ من قيام علاقات بينهما في مختلف المجالات... ولهذا حاول الطرفان، منذ إنشاء المجموعة الإقتصادية الأوروبية سنة 1975 بدء تعاون بينهما، فبدأ مفاوضات وحوارات كانت تنشط أحياناً وتخبو أخرى، حتى وصلت سنة 2010 إلى الفشل أو الجمود، لتناقض المصالح، ولأن الغرب اعتاد الإستكبار والإستغلال والإنحياز إلى الكيان الصهيوني.
وقد تتبع الباحث "العلاقات العربية الأوروبية من المنظور السياسي" في أطروحته للدكتوراه التي قدَّمها إلى جامعة بروكسل سنة 2003، وساعده منصبه، مندوباً دائماً للجمهورية العربية السورية لدى الأمم المتحدة في جنيف، على أن يطَّلع على معظم المباحثات أو يشارك فيها، فاستكمل في هذا الكتاب موضوع الحوار العربي الأوروبي حتى نهاية العام 2010.
فجاء كتابه مرجعاً علمياً لا يستغني عنه أيُّ ديبلوماسي أو سياسيّ أو مثقف يرغب بالإطلاع على تاريخ الحوار، وأسباب فشله، ليدرك مكمن النجاح العربي، أو الفشل في المفاوضات.
