أصبحت مشكلة التزايد السكاني من المشكلات العالمية التي ألقت بظلالها على العديد من الدول والمنظمات العالمية، وعقد لذلك المؤتمرات والندوات العالمية وتبنتها العديد من الدول كسياسة عامة وضعت لها الخطط بسبب زيادة حجم السكان الذي أصبح يستنزف الموارد ويضغط بقوة على البنية التحتية.
وقف الإسلاميون مواقف متباينة إزاء هذا الموضوع بسبب النصوص الدينية التي تباينت قراءتها، فقام بعضهم بتحريم تحديد النسل تحريماً قطعياً مهما كانت الأسباب، وبعضهم الآخر ربط التحديد بأوضاع الأسرة وتقدير الأبوين ورفض أن تكون سياسة عامة للدولة، وقد انطلق هؤلاء الإسلاميون كلهم سواء أكانوا مفكرين مستقلين أو ضمن جماعات حزبية مثل الإخوان المسلمين وحزب التحرير من قواعد دينية، واجتهادات فقهية تبنوها. في حين أن الباحث يتبنى تحديد النسل وحاول نقد مواقف الرافضين والرد عليهم.
لم يعد حجم السكان قضية داخلية محضة، إذ أصبحت ما تسمى مشكلة الانفجار السكاني والتزايد العالمي لأعداد السكان قضية دولية ذات أبعاد سياسية واقتصادية بالغة الأهمية. وقد "شهد النصف الثاني من القرن العشرين انفجاراُ سكانياً كبيراً مع تسارع الزيادات السكانية في دول العالم كافة، وخصوصاً في دول الجنوب، أو ما اصطلح على تسميتها الدول النامية، (ومنها بالطبع الدول العربية والإسلامية)، وهذا ما برر تطور الدراسات السكانية، وأكد أهميتها على أكثر من صعيد، كما ضاعف من ضرورة التعرف على جغرافية السكان وتحديد توزيعهم وكثافتهم توصلاً إلى دراسة علاقة العامل السكانى بالسلم الدولي".
وقد عالجت كتب عديدة وتقارير إحصائية في المكتبة العربية الظاهرة السكانية ومشكلاتها، ولا شك في أنه مجال واسع متعدد الجوانب، ولكننا هنا سوف نركز على رؤية الأحزاب والجماعات الإسلامية بعض الفقهاء والكتاب الإسلاميين لهذه القضية، وبخاصة مسألة تحديد حجم التكاثر السكاني العام، التي أثارت الكثير من المخاوف والاعتراضات بين الإسلاميين عموماً.
وسنحاول تغطية أكبر قدر ممكن من آراء الإسلاميين المعاصرين، كي يلم القارئ بمختلف جوانب هذه القضية التي لم تنل حظها من الدراسة، رغم أهميتها الكبرى في مجال رفع مستوى الحياة المعيشية في مجتمعات العالمين العربي والإسلامي.
