الأزمة الاستراتيجية هى أزمة فى طبيعة ارتباط الدولة بالنظام الدولى العام سواء على مستواه الإقليمى أو على مستواه العالمى. تتحدد الصورة للنظام الدولى وتتشكل من خلال عدد أعضائه وعدد قواه القطبية، وصورة تدرج هذه القوى التى تتفاوت بين أطرافه، من ناحية، ومن خلال نمط التفاعلات السائدة فى إطار هذا النظام، التى تتمثل فى القواعد السلوكية التى تحكم العلاقات بين أعضاء النظام، وطبيعة ومنهجية السياسات، التى يلجأ اليها هؤلاء الأعضاء، تحقيقاً لميزان القوة فيما بينهم، بما يكفل استقرار العلاقات فى إطار هذا النظام
وأسفر استمرار الصراع بين الدول الكبرى لحسم عملية إعادة هيكلة وتقسيم الشرق الأوسط الأدنى (بسوريا ولبنان والأردن وفلسطين والعراق وإسرائيل ومصر وتركيا). لصالح كل منهم, إلى إنتاج ظاهرة عنف ربما غير استثنائية فى التاريخ المادى الإسلامى وهى تنظيم الدولة الإسلامية فى العراق والشام (داعش)، ولكن تحول ذلك المنتج الثانوى إلى عامل هام وجدى في تحقيق أهداف عملية إعادة تقسيم الشرق الأوسط, إلا أن هذا التقدم السريع فى تطوير عملية التقسيم، الذى نفذته داعش مؤخراً أصبح <<يشكل قلقاً حقيقياً>> كما أعلن وزير الدفاع الفرنسي فى تصريحه، والسبب فى ذلك <<أن داعش أصبحت تملك الثروة، وهو ما يوفر لها الكثير من الأمور>>، وهو ما يعنى أن داعش يمكنها أن تتحول إلى قوة يصعب السيطرة عليها، وتتحرك بشكل مستقل مهددة مصالح الدول الكبرى فى منطقة الشرق الأوسط، ولذلك قال وزير الدفاع الفرنسي <<أن الرئيس الفرنسي مدرك تماماً، ومتيقظ تماماً، وهناك تبادل وجهات نظر بين الحلفاء>>.
