Book Description
تتناول هذه الدراسة الإدارة العثمانية في ولاية بغداد منذ تعيين الوالي مدحت باشا، أحد رجال الدولة العثمانية المصلحين، والياً عليها في عام 1869، حتى نهاية الحكم العثماني في الولاية سنة 1917، وهي السنة التي احتل الجيش البريطاني في أوائلها مدينة بغداد، وكان ذلك إبان الحرب العالمية الأولى.
وتمثل سنة 1869 أهمية كبيرة في تاريخ بغداد في العصر العثماني، حيث بدأ فيها ما يمكن اعتباره عهداً متميزاً من عهود العثمانيين وضع أسسه الوالي مدحت باشا بتطبيقه لعدد من الأنظمة والقوانين الإصلاحية التي شرعتها الدولة خلال عهد الإصلاحات وإعادة البناء الذي أطلق عليه (عهد التنظيمات)، واقتضى تطبيق أنظمة وقوانين (التنظيمات) في بغداد تكوين إدارة عثمانية جديدة فيها، شرع الوالي مدحت باشا بإرساء أركان هيكلها.
وتبنى البحث في تناوله لموضوع الإدارة العثمانية في ولاية بغداد المفهوم الذي يرى بأن الإدارة الحكومية هي مجموع دوائر أجهزة الإدارة المدنية والعسكرية والقضائية، علاوة على ماقد تمارسه هذه الإدارة من نشاطات خاصة من دوائر رسمية كدائرتي (السنية)، و(الديون العمومية) اللتين أوجدتا في ولاية بغداد، وفي الوقت الذي درس فيه البحث هيكل الإدارة العامة وأماط اللثام عنه، فإنه قد تطرق في الوقت نفسه إلى دراسة (نظام الإدارة العامة) الذي يعني مجموعة الأنظمة والقوانين والتعليمات واللوائح التي كانت تسير الإدارة العثمانية للولاية على هديها في تحديد اختصاصاتها وأساليب عملها.
ويستمد هذا البحث أهميته من تناوله لجانب مهم من جوانب تاريخ العراق الحديث الذي لا يزال يفتقر إلى مزيد من الأبحاث والدراسات، وبخاصة في جوانبه الحضارية، وذلك لتسليط الضوء عليه وكشف نواحيه المختلفة. كما أن العهد العثماني الأخير في ولاية بغداد، الذي قاربت مدته نصف القرن وبدأ بتعيين مدحت باشا والياً على الولاية في سنة 1869، قد كون عهداً متميزاً في تاريخ بغداد، والعراق، الحديث والمعاصر.
