إن ما يسمى بمنطقة العراق والتي تشمل ولايات بغداد، والموصل والبصرة، تتميز بصفات خاصة تميزها عن غيرها من ولايات الدولة العثمانية، فهي من ناحية كانت تفصلها من أجزاء الدولة العثمانية سلاسل جبلية وعرة وصحارى صعبة المنال، وهي من ناحية أخرى تتميز بموقعها الاستراتيجي الهام والتنوع في مواردها البشرية وسعة أراضيها وخصوبتها ووفرة مياهها، كما أنها مجاورة لفارس وتوطنها قبائل عربية وكردية وتركية مختلفة المذاهب وعدد من اليهود والنصارى والصابئة.
لقد كانت تلك القبائل على الدوام موضوعاً للنزاعات الاستيلائية ومسرحاً لانتفاضات متعددة ضد السيطرة العثمانية، وما كان على الدولة العثمانية، إلا العمل الجاد لتقوية سلطتها في العراق من خلال البرامج الإصلاحية لمواجهة تلك الاضطرابات.
ولقد كلفت الحكومة العثمانية المركزية في استانبول المسؤولين في العراق بدراسة أوضاع العراق وإعداد تقارير متصلة عن الحاجات والمشاكل التي تعانيها المنطقة. وطفح الأرشيف العثماني في استانبول وأرشيفات الدولة العثمانية بالعديد من تلك التقارير الخاصة بالعراق والتي تقدر بالمئات وكلها ت دور حول قضية الإصلاح في العراق.
وما بين أيدينا واحد من تلك التقارير مقدم من عبد الرحمن باشا والي بغداد للسلطان عبد الحميد الثاني عن الإصلاحات في العراق. أوضح فيه بأن أهم شيء يحتاج إليه الأهالي في العراق للشروع في عملية الإصلاح هو حسن المعاملة وعبرها يمكن الشروع في الإصلاح من خلال محاور أربعة: التعليم، والزراعة، والصناعة، والتجارة.
