يعد بحر قزوين أكبر مسطح مائي مغلق على سطح الأرض. وتحيط به روسيا وإيران وكازاخستان وتركمانستان وأذربيجان. وبدأ يكتسب هذا الإقليم الجغرافي اهتماماً واسعاً من المجتمع الدولي في ضوء الأوضاع الجديدة التي شهدها العالم منذ عام 1991. فقد كشف انهيار الاتحاد السوفيتي عن واحدة من المناطق المهمة في مجال الطاقة، إذ أشارت التقارير إلى أن مجمل احتياطيات النفط في هذه الدول يراوح ما بين 15 و31 مليار برميل، في حين يصل الاحتياطي المحتمل إلى 144 مليار برميل.
وواجه استثمار الموارد النفطية في دول بحر قزوين الحديثة الاستقلال مشكلة جغرافية مهمة لكونها دولاً حبيسة لا تتصل بالبحار المفتوحة التي يمكن من خلالها تصدير النفط عبر السفن إلى مستهلكيه، مما تحتم معه الاعتماد على مد خطوط أنابيب لإيصال الثروات النفطية لتلك الدول إلى هذه البحار والممرات المائية، سواء كان ذلك باتجاه البحر المتوسط والبحر الأسود أو عبر الخليج العربي.
وبرز في ضوء ذلك العديد من المشاريع كان من أهمها: المشروع الروسي، والمشروع الأمريكـي - التركـي والمشروع الإيراني، وقـد تميز كـل منهـا بميزات إيجابيـة وأخرى سلبية عززت من تنفيذه أو أحبطت السعي إليه. وقد لعبت الجغرافيـا - السياسية الدور الأكثر تأثيراً في تحديد مسارات كل مشروع من هذه المشروعات التي تحول التنافس في ظلها على موارد بحر قزوين إلى حرب باردة جديدة، وخاصة ما بين روسيا والولايات المتحدة.
