عندما أطلق بعض شباب ثورة الربيع العربي هذا اللفظ المجمل على دولتهم المنشودة، من خلال كلماتهم ومنشوراتهم، تعبيراً عن التحرر من سيطرة العسكر الذين حكموا كل شئ فى البلاد حتى الحياة المدنية المحضة، حصل حول المعانى التى يحملها هذا المصطلح عند الاطراف ذات التوجهات الفكرية المختلفة.
وهذا الكتيب محاولة لتقديم نظرة متجردة عن هذا المصطلح، بهدف استكشافه وتحليل المعانى المرادة منه، وتنقيحه من تأويل الجاهلين وتحريف الغاليين، والخروج برؤية واضحة فى بيان المراد من هذا ويصير من الألفاظ المبينة والمفسرة عند المنتسبين إلى العمل الإسلامى على الأقل، وللذلك يخطئ من يريد أن يقرض علينا معنى معينا للدولة عندما نصقها بالمدنية، بإعتبار أن المفكر الغربى أو الشرقى الفلاتى عرف الدولة المدنية به.. فلماذا يلزمنا به؟ وأنى له أن يحنكر تعريف هذا اللفظ المشترك؟ ومن أعطاه هذه المرجعية؟ ثم من قال: إن الغرب هو أول من أطلق هذا الوصف على الدولة؟ وإن قالوا ذلك وأدعوه.. فهل نسلم لهم بذلك؟.
