لقد عرفت مصر منذ فترة مبكرة العناية بالوثائق، ووضع اللوائح والتشريعات المنظمة لها، لكن جاءت العناية بالوثائق بوصفها إحدى الوسائل المهمة لضبط الإدارة، وخصوصاً النواحي المالية، ولا أعتقد أن محمد علي حينما أنشأ الدفترخانة المصرية عام 1828 كان يستهدف جمع وتنظيم إدارة الوثائق من أجل أن تكون مصدراً للكتابة التاريخية، لكن الرجل بخبرته الإدارية، وبمشورة أصدقائه من الفرنسيين اعتقد أن العناية بالوثائق وضبط إدارتها والسيطرة عليها، يعد أمراً في غاية الأهمية؛ لضبط إدارة الدولة وجباية مواردها. ولم يكن يعلم، وهو يقوم بهذه المهمة، أنه يقدم خدمة جليلة للتاريخ المصري، وأنه بهذا العمل قد حافظ على الذاكرة التاريخية للأمة المصرية.
