إن صفحات هذه الرسالة تنطوي على أفكار صادرة من معايشة واقع ملموس في مجتمعنا الحبيب، ففي هذه الدراسة وعلى ضوء تجارب البلاد المتقدمة فرنسا وانجلترا، نحاول إصلاح نظام الإنتخاب المحلي وتحقيق ضماناته وصولًا للديمقراطية المنشودة وإدارة محلية قوية، لذا فإنني قسمت دراستي إلى قسمين رئيسيين يسبقها فصل تمهيدي عن نظام الإدارة المحلية (مفهوم وارتكازات).
القسم الأول: تناولت فيه شرح النظم الإتنخابية في بابين، خصصت الباب الأول للتحدث عن الإنتخاب وعلاقته بالنظام الديمقراطي ثم تناولت التكييف القانوني لحق الاقتراع ومداه ثم عرضت للإقتراع العام والمقيد، أما الباب الثاني فقد تناولت فيه شرح النظم الإنتخابية كإطار نظري ثم قمت بشرح النظم الإنتخابية المطبقة في إنتخابات المجالس المحلية لكل من مصر وفرنسا وانجلترا.
القسم الثاني: وهو القسم الخاص بالإجراءات الممهدة للعملية الإنتخابية ومراحل العملية الإنتاخابية، وخصصت الباب الأول من هذا القسم لدراسة الإجراءات التي تسبق العملية الإنتخابية وهي الدوائر الإنتخابية وكيف تقسم الوحدة المحلية إلى دوائر إنتخابية ثم عرضت لقيد الناخبيين في الجداول، أما الباب الثاني فيه دراسة إجراءات العملية الإنتخابية ومراحلها ثم عرضت لمنازعات الاقتراع والطعن في صحة عضوية أعضاء المجالس الشعبية المحلية، والخاتمة وعرض التوصيات.
