تلاشت القوة العثمانية التي فرضت هيمنتها على معظم مناطق الوطن العربي، ولاسيما مناطق الشمال الأفريقي، الذي قدَّم من خلال بحارته خدمات جلَّى للدولة العثمانية وساندها في كثير من المعارك البحرية ضد الأساطيل الأوروبية موحدة أو متفرقة، غير أن العثمانيين تراخوا حيال الإجماع الأوروبي على ضرب سفن بحارة الشمال الأفريقي منذ أوائل القرن التاسع عشر. لقد جُرد الشمال الأفريقي من قوته البحرية بدافع الإجماع الأوروبي الذي حمَّل بحارة الشمال الأفريقي ممارسة الرق، وأن أوروبة أقلقها هذا الاتجار، فآثرت محاربته، فضـربت سفن البحارة الأفارقة الذين كانوا يدافعون عن سواحلهم ضد الغزوات الأوروبية وقراصنة فرنسا وبريطانيا وإسبانيا، وبما أن بحارة الشمال الأفريقي قد ألحقوا الهزائم بسفن دول أوروبة وأرغموها على دفع جزية لقاء مرور بضائعهم في البحر المتوسط، فإن أوروبة أرادت الانتقام منهم. لم يكن بمقدور الدول العثمانية مواجهة أوروبة؛ لأنها كانت تلفظ أنفاسها عسكرياً وإدارياً، وأن سلاطين القرن التاسع عشــر، دأبوا إلى اللحاق بالركب الحضاري الذي ردَّده بعض الشباب التركي المتطلِّع إلى تحقيق ذلك، فضـرب السلطان محمود الثاني الانكشارية سنة 1826م، وهكذا بدأت الدول الأوروبية تأكل الدولة العثمانية من أطرافها، فبعد تحطيم سفن البحارة، عمدت فرنسا وخلال سنوات إلى احتلال الجزائر بعد حصار دام ثلاث سنوات، والسلطان العثماني يصم الآذان عن صراخ الجزائريين، وعندما سقطت الجزائر بأيدي الفرنسيين، عاتبهم السلطان محمود الثاني 1808-1839م بفرمان خجول جداً.
