يتناول الرئيس الحجار حدثا تأسيسيا من تاريخنا الحديث، بثلاثة عناوين تفصيلية: نظام المتصرفية – مجلس ادارة جبل لبنان، تشكيل الوفد اللبناني الأول الى مؤتمر الصلح، ومسار التاريخ الوطني في عهدة الشعب اللبناني، مضاف اليها ستة ملاحق لتأصيل الأحداث والوقائع التاريخية وتوثيقها.
بداية أن تاريخ لبنان لا يزال موضوعا خلافيا ملتبسا، بسبب اسقاط النعرات الطائفية والمذهبية على الوقائع والأحداث، وزجها في الاستغلال السياسي. فمن المحزن والمحبط، أن يظل مشروع توحيد كتاب التاريخ أمنية عصية على التحقيق، وتبقى حقب ومراحل ضائعة، بين التعتيم والتحريف. لقد باتت الحاجة ماسة الى مبادرات رائدة، تزيل الالتباس وتحسم الاشكالات، كما فعل القاضي المؤلف، مقدما، عبر تشكيل الوفد اللبناني الأول الى مؤتمر الصلح، والمهمة التي اضطلع بها، الدلالة القاطعة على عمق الشراكة، بين العائلات الروحية اللبنانية، طوائف ومذاهب، واجماعها على مطلبين أساسيين: "استعادة المناطق المسلوخة واعلان الاستقلال"، عندما أتيح لها التعبير عن تطلعاتها، بمساعدة وتطمينات دولية، غداة تفكك السلطنة العثمانية، وانصراف الحلفاء المنتصرين في الحرب العالمية الأولى الى عرض أوضاع الأراضي التي كانت تابعة لها.
تشكل المعلومات التي أوردها المؤلف، اثباتا قاطعا على أن الكيان اللبناني، الموحد في الحرية والكرامة، هو فعل ارادة مشتركة لطوائفه ومذاهبه، وليس "خطأ تاريخيا" أو" تركيبة استعمارية".
ان الوحدة والحرية هما جوهر الكيان اللبناني، كلتاهما عقيدة متأصلة في شعبنا، ومطلب جماعي مشترك بين عائلاتنا الروحية. لذلك تتجاوز أهمية العمل الذي قام به المؤلف، السرد والمعلومة التاريخية، لتندرج في مفهوم الثقافة الوطنية ومشروع بناء الدولة المدنية، خصوصا وأنها تأتي عشية الاحتفال بمئوية اعلان دولة لبنان الكبير (أول ايلول 1920)، التي مهد لقيامها الوفد الأول الى مؤتمر الصلح، وقد تلته وفود شاركت فيها مرجعيات وشخصيات وطنية، لتحقيق ارادة لبنان في كيان موحد متكامل ، سيد، حر، مستقل!
