تناولت هذه الدراسة حياة سعيد قزاز منذ نشأته حتى وفاته، وجرى التركيز خلالها على أهم الانعطافات التي تخللت حياته الوظيفية والسياسية طبقاً لما توفر لدى الباحث "عبد الرحمن البياتي" من معلومات، آخذاً بنظر الاعتبار انعكاسات التطورات السياسية لتلك الحقبة على دوره خلالها، ولكون سيرة سعيد قزاز لم تشهد انتقالات غير طبيعية، إذ كانت سلسلة مترابطة يكمل بعضها بعضاً، فكان لا بد من الإشارة إلى تلك التطورات والأحداث بشكل متواصل خلال الثلاثة والثلاثين عاماً التي قضاها سعيد قزاز في خدمة الدولة.
تضمنت الدراسة مقدمة وأربعة فصول وخاتمة، تطرق الفصل الأول إلى نشأة سعيد قزاز والظروف الاجتماعية والسياسية التي أحاطتها، وبداية دخوله الوظيفة لأول مرة، والمناصب الإدارية التي تقلدها، ومن ثم استيزاره وزيراً للشؤون الاجتماعية، ودوره في مؤسسة الموانئ العراقية بصفته أول مدير عام عراقي لهذه المؤسسة. تناول الفصل الثاني نشاط سعيد قزاز السياسية من 19 أيلول 1953 لغاية 17 حزيران 1954، وتضمنت هذه الفترة استيزار القزاز لوزارة الداخلية وموقفه من إضراب عمال شركة نفط البصرة عام 1953، واضطلاعه بدور هام في السيطرة على فيضان عام 1954 الذي هدد العاصمة بغداد، ودوره في الانتخابات النيابية لعام 1954.
أما الفصل الثالث، فقد تناول دور سعيد قزاز وإسهاماته خلال وزارتي نوري السعيد الثانية عشرة والثالثة عشرة (3آب 1954-8 حزيران 1957) وهو يغطي أحداثاً وتطورات سياسية مهمة كان القزاز في خضمها. وقد شملت مباحثه انضمام سعيد قزاز إلى الوزارة وعلاقته بالمراسيم الوزارية الصادرة خلال تلك الحقبة، ودوره في الإدارة الداخلية، والساسة الخارجية العراقية، كما تناول الفصل دور سعيد القزاز في رفع المستوى الإداري والخدمي لوزارة الداخلية.
وكان الفصل الرابع، وهو خاتمة الفصول في الدراسة، كرس لدراسة دور سعيد قزاز السياسي خلال عام 1958، وما آل إليه مصيره بعد ثورة 14 تموز 1958، إذ اعتقل ومثل أمام المحكمة العسكرية العليا الخاص (محكمة الشعب) التي أصدرت عليه حكماً بالإعدام شنقاً جرى تنفيذه في 20 أيلول 1959 وتناول الفصل أيضاً ردود الأفعال المختلفة حول إعدامه. وتضمنت الخاتمة بع الاستنتاجات التي تم التوصل إليها من خلال سير الأحداث.
