لم يعد الإرهاب ظاهرة حديثة على المجتمعات البشرية، بل من أقدم الظواهر التي شهدتها المجتمعات البشرية، فهي ظاهرة مرتبطة بالاحتقان والعنف، وتكاد تكون من أولى الظواهر التي ارتبطت بظهور الإنسان على كوكب الأرض. جميع الدول دون استثناء واجهت هذه الظاهرة، وعانت منها على اختلاف مستوياتها الاقتصادية والاجتماعية والسياسية والفكرية، وغيرها، وقد يختلف شكل مواجهة الدول لموجات الإرهاب؛ فتارة تكون المواجهة عنيفة، وتارة تكون معتدلة، ويسهل معالجة الدولة لها. في مصر مثلاً عانت من الإرهاب لعقود طويلة، وكانت أشد موجات الإرهاب قسوة في التسعينيات، حيث تمكنت حينئذ الدولة المصرية من مواجهة هذه الموجة العتيدة بالعديد من المعالجات، فمزجت المعالجات الأمنية بالفكرية، وهو ما جعل معالجة الدولة حينئذ تؤتي ثمارها.في أعقاب الخامس والعشرين من يناير 2011 ظهرت في مصر مشاهد أصبحت شبه يومية لاحتقانات سياسية واجتماعية وطائفية، ويعقب هذه المشاهد عنف دموي غير مبرر، وغير محدد الفاعل، وانتشر مصطلح الطرف الثالث، الذي أصبح كلمة السر والصندوق الأسود لكل مشهد دموي في مصر.
