على مدار خمسة أجزاء يتناول المؤلف "أسامة أحمد شتات" تعليمات الشهر العقارى والتوثيق، ففى الجزء الأول "فى الشهر العقارى" يستعرض فى خمسة أبواب المواد الخاصة بالشهر العقارى بدءاً من المادة الأولى وحتى المادة 616، ليستأنف بعدها فى الجزء الثانى فهو "فى التوثيق" المواد من الأولى حتى 261، أما الجزء الثالث فهو فى اختصاص مصلحة الشهر العقارى والتوثيق ومواعيد العمل بها، وبيان مقار مكاتبها ومأمورياتها وفروعها واختصاص كل منها، يليه الجزء الرابع فى الرسوم والضرائب على أعمال التوثيق، والجزء الخامس فى الرسوم والضرائب على أعمال الشهر العقارى، وأخيراً الجزء السادس متناولاً الإعفاء من الرسوم وتخفيض الرسم النسبى وإجراءات تحصيل الرسم والرسم التكميلى والتهرب ورد الرسوم، وأخيراً قرار وزير العدل بإصدار جداول بتجديد قيمة المثل للأراضى والعقارات.
