والسؤال المثير الذي يجب أن يطرح هو: من يملك أمر تحريك هذه المؤسسة الخطيرة؟. بمعنى من يدفعها لحسم الأمر؟ هل هي القيادة العامة فعلًا؟ أم هي مجموعات داخلها؟ ومن هي هذه المجموعات؟ هل هي تنظيمات يحركها البعض؟ ومن هم هؤلاء البعض؟ هل هم كوادر سياسية؟ عشرات الأسئلة تحتاج لإجابات لأن القضية المحورية هي: إن القوات المسلحة في أي بلد من البلدان ما هي إلا سيف حاد مصقول تدافع به عن الوطن وتدرء به الخطر- أو هذا ما يفترض أن تمثله القوات المسلحة، لكن يد من أو قبضة من تلك التي تحمل هذا السيف؟ هل هذا السيف بيد السلطة، حقيقة؟ أم السلطة بحد السيف؟ بكلمات أخرى؛ هل يجب أن يكون بيد سلطة شرعية منتخبة ومسئولة أمام برلمان جاء بالطريقة الديمقراطية الصحيحة ممثلًا للشعب؟ أم بيد مجموعة من الجنرالات (القيادات العسكرية) التي جاءت عن طريق توازنات وحسابات محيرة.
